Seems like a lot of speculation. Before this command I moved spawn using a 3rd party tool but the always loaded chunks did not seem to move with the spawn point. I threw blocks on the ground then went far away for over 5 minutes. When I came back the items were still on the ground and had not despawned. That would indicate that the chunk unloaded.

The /spawnpoint [user] command sets the spawn point for a specific player. If you'd need a specific point (similar to Essentials' /spawn command) to spawn (presuming that everybody's mainly in Survival), I'd recommend making a spawn platform with a command block clock that teleports anyone on that platform to the rule room and set

Go into the config first and find this part: Spoiler: Config bit. Make sure spawnpoint is set to newbies. So "spawnpoint: newbies". When you did that do /essentials reload.
